East Grand Forks Man Charged in Registration Case

East Grand Forks (trfnews.i234.me) — A local man faces a felony charge for allegedly violating Minnesota registration rules.

Edward Wayne Jenkins-Whitefeather, 25, was charged in Polk County District Court. The charge involves an alleged failure to report a primary address change.

The criminal complaint was filed in Minnesota’s Ninth Judicial District. A warrant was also requested in the case.

Jenkins-Whitefeather is presumed innocent unless proven guilty in court.

Complaint Details Alleged Address Change

The complaint states Jenkins-Whitefeather must register as a predatory offender. That requirement followed a 2019 felony kidnapping conviction.

Authorities were notified that Jenkins-Whitefeather entered Douglas Place in East Grand Forks. His reported start date was May 5, 2025.

A manager later told investigators that Jenkins-Whitefeather left the facility that same day. Staff members did not know his new location.

The complaint alleges he failed to register the resulting change in his primary address.

Warrant Reported in Court Filing

Investigators checked Minnesota’s statewide supervision system on May 14, 2025. The system reportedly listed Jenkins-Whitefeather as having absconded.

The filing also states a Department of Corrections felony warrant was issued on May 5, 2025.

Police attempted to call the number listed in his registration records. However, the number was no longer in service.

The alleged offense date is listed as May 14, 2025. The case number is 60-CR-25-1297.

Charge Carries Possible Prison Term

The charge is failure to register as a predatory offender. It is filed under Minnesota Statute 243.166.

A conviction may bring between 12 months and five years in prison. The court could also impose a $10,000 fine.

Those penalties are possible maximums. Any sentence would depend on the court process and case outcome.
