PENNINGTON COUNTY (trfnews.i234.me) — A Crookston man has been sentenced to prison for two separate felony cases in Pennington County District Court.
Frank Anthony Kaiser, 39, received a combined prison sentence for failing to register as a predatory offender and for a separate controlled substance conviction. The sentences were handed down on Tuesday, October 28.
In the first case, Kaiser was sentenced to 28 months in prison for failing to register as a predatory offender, a subsequent charge. According to court records, the charge originated from an investigation conducted on November 15, 2024. Tri-County Probation contacted dispatch after discovering Kaiser had an active Polk County warrant and was not living at his registered address in Thief River Falls.
Law enforcement located Kaiser walking along Highway 59 Southeast. He told officers he had been staying at his mother’s home, which was not the address on file. The complaint noted that Kaiser had previous convictions for failing to register in 2020 and 2022. He was ordered to provide a DNA sample and pay $210 in fines and fees.
In a second, unrelated case, Kaiser was sentenced to 24 months in prison for a fifth-degree controlled substance crime with a prior conviction. Two other felony drug charges were dismissed as part of the plea agreement. The sentence will be served concurrently with his other prison term.
According to court records, the drug case stemmed from a January 30 traffic stop near First Street and Main Avenue in Thief River Falls. Kaiser, a passenger in the vehicle, was found with amphetamine and methamphetamine, along with small amounts of psilocybin mushrooms and crushed pills. Testing confirmed the presence of methamphetamine and amphetamine-based substances.
In addition to his prison time, Kaiser was ordered to provide a DNA sample, pay $210 in fines, and is prohibited from possessing firearms, ammunition, or explosives for life.
According to the Minnesota Department of Corrections, repeat drug and registration offenses can result in consecutive sentencing under Minnesota Statute 243.166.
