Norman County ( trfnews.i234.me ) – A Waubun woman is facing multiple charges in Norman County after an alleged domestic assault and confrontation with law enforcement.
According to a criminal complaint filed in Norman County District Court, Emily Rose Tibbetts, 28, of Waubun, has been charged with misdemeanor domestic assault, misdemeanor fifth-degree assault, gross misdemeanor obstruction of legal process, misdemeanor disorderly conduct, and gross misdemeanor theft.
The case began on August 16, 2025, when deputies responded to a crash detection alert from an iPhone near Borup. Officers located a vehicle driving partially in the ditch and pulled it over. Court records say the driver was crying and had visible bruising and cuts on her head and face. Deputies also observed clumps of hair coming loose, consistent with being pulled.
The driver told deputies she had been in a fight with her significant other, identified as Tibbetts, who allegedly pulled her hair, struck her, and threw her cell phone out of a moving car. The phone, valued at more than $500, was destroyed, leading to the theft charge.
Deputies reported that Tibbetts had strands of blond hair stuck to her hand and clothing and blood on her shorts. When asked to comply with commands, Tibbetts allegedly refused, walked away, and resisted arrest. Deputies say they were forced to bring her to the ground before placing her in custody.
The victim later told investigators she did not want Tibbetts to get into trouble but admitted the altercation caused her injuries. Tibbetts herself reportedly stated she “did not mean to do anything” and that “things got out of hand.”
If convicted, Tibbetts faces up to one year in jail and fines of $3,000 on the gross misdemeanor charges, along with additional penalties for the assault counts.
