Moorhead Man Charged in Registry Failure Case
Moorhead, Clay County (trfnews.i234.me) — William R.M. Johnson of Moorhead faces two felony charges. Prosecutors allege predatory offender failure to register.

What court records say

Court records say the investigation began in December. Moorhead police reviewed Johnson’s latest registration form. The form listed a workplace in Moorhead. Investigators checked that location. Records say Johnson was not working there.

Police also checked the home address on the form. Records say Johnson was not living at that Moorhead address. Johnson was later arrested. He is now charged in Clay County District Court.

The criminal complaint lists two felony counts. The case is still pending. Johnson is presumed innocent.

Why registration details matter

Minnesota law requires some offenders to keep registration details current. The rules can cover home, work, and school information. The law also bans false information.

State law sets felony penalties for violations. The statute allows up to five years in prison. It also allows a fine up to $10,000. Mandatory minimum prison terms may apply. You can read the law here: Minnesota Statute 243.166.

The law can also extend the registration period after a failure. Public Safety may add five more years of registration in some cases. The court will sort out the facts in this case.

Where the public can learn more

Most registry information is not public in Minnesota. State officials list limited public exceptions. The Minnesota Bureau of Criminal Apprehension explains them here: Predatory Offender Registry.

The Minnesota Department of Corrections runs a public search tool for people subject to public notification. You can find it here: Public Registrant Search.

Readers can also check future hearings and filings through Minnesota Court Records Online. The site is here: MCRO.

Johnson has not entered a plea in the records cited in this report. Hearing dates may be added as the case moves forward.
